our transport policy

Our Local Transport Plan is focused on delivering five objectives:

Tackling congestion

Reducing the delays people experience when travelling on Oxfordshire's roads, whether by public or private transport.

Reducing road casualties

Reducing the number of people killed or injured in road accidents.

Improving accessibility

Ensuring people can get to key destinations such as employment and healthcare within a reasonable time and at reasonable cost, whether or not they have access to a car.

Improving air quality

Reducing pollution in areas where pollutant levels exceed national standards.

Improving the street environment

Making improvements to streets which suffer from high levels of traffic or unattractive design to make them more attractive places to be.

The first four are objectives that the government has asked us (and all other local transport authorities) to focus on. The fifth objective - improving the street environment - is something we've decided to add because transport planning and highway design can have such a profound effect on how streets look and how much traffic uses them, and ultimately therefore how attractive they are.

All our investment in transport over the next five years will be focused on making progress towards one or more of these objectives. However, there are a range of other benefits that good transport planning can help to bring about, such as tackling climate change and improving people's health. So although our spending programme is designed primarily to achieve the five objectives above, it is also designed to deliver other benefits at the same time wherever possible.

Prioritising investment

Although Oxfordshire doesn't suffer as badly from problems like congestion and air pollution as some of the larger cities in Britain, our county does have its fair share of transport problems. It would not be possible to address all of these problems at once, so to make sure we focus our money on the right places and make the biggest difference we can, we have prioritised our transport funding to ensure the worst problems are given the highest priority.

The revised strategy includes a few changes from the Provisional Bus Strategy published in July 2005, particularly in the detail of the Premium Routes programme and 'feeder' bus services.
